We want more front-line public sector workers and fewer bureaucrats
What's wrong with things as they are?
Too many
back-line bureaucrats, managers and administrators are employed in the
public sector and in some government funded organisations
Bureaucracy
slows and complicates services rather than simplifying and speeding
them up
Too many basic
front-line services are outsourced for profit
UKpopdems will make sure that front-line delivery makes up at least
80% of public sector services, so we'll:
Gradually
reduce administration, management and bureaucracy to no more than 20%
of the total public sector
Define what
back-line jobs are, review today's public sector numbers and make this
public
Ensure there
is no need for public sector redundancies. Retrain and transfer excess
jobs to the front-line or private sector
Gradually
ensure public sector employment benefits match the private sector
Increase respect
and recognition for public servants by paying more to those wearing
uniform and adopting tougher job regulations
Of those in
uniform, pay more again to those public servants willingly putting themselves
in harm's way in the execution of their duties
As far as
possible, make sure public servants are directly state-employed or managed
by non-profit trusts
What will this do for the British People?
By the end
of our first term you will know that 80% of public sector jobs will
be front-line delivery.
If you are
a public servant, you will be re-assured there will be no redundancies
Apart from
a no redundancy guarantee, public sector pay and benefits will gradually
mirror those in the private sector
Those in uniform
with matching tougher job regulations will be paid more
Those willingly
putting themselves in harm's way for the benefit and protection of others
will also be paid more
Outsourced
front-line jobs will increasingly be brought back into main stream public
service employment
Companion notes to the policy
Reduction
in bureaucracy also includes any company receiving or reliant on public
funding
Existing levels
of public sector turnover will remove the need for redundancies. Individual
public servants should not be held to blame for the mistakes of past
governments.
Comparison
of total public/private sector earnings to be inclusive - pensions,
holidays, bonuses, overtime etc
Tougher regulations
would include attendance, hours of work, discipline, grade establishments
etc
'Harm's way'
recognition would divide into 'active' and 'on-call' basis for front-line
staff
Returning
outsourced services will start with education and health
